Having been accepted as a new member of the International Federation of Horseracing Authorities (IFHA) in August 2016, the Philippines is striving to align its mission to promote good regulation and best practices on international matters pertaining to the sport.
Unit IV of PHILRACOM Rules and Regulations on Horse Racing regarding Prohibited Substances and Article 6A of the International Agreement on Breeding, Racing and Wagering (IABRW) published by IFHA clearly states that all Racing Authorities should implement the Program as part of harmonizing the best practices globally in enhancing the public confidence in the integrity of the sports.
The lifting of the Temporary Restraining Order in 2015 on the implementation of the Equine Drug Testing Program, become an impetus for the Philippine Racing Commission to pursue the re-establishment of the Program to promote fair play, protect the health, welfare and safety of all racehorses as well as their riders.
The Drug Testing Laboratory is being established with state-of-the-art confirmatory machine that will enhance the detection of prohibited substances used in racehorses. An expert and known consultant of Confirmatory Drug Testing Laboratories in the Philippines will assist the Commission in the implementation of the Program soon.
