Republic Act No. 9485, more popularly known as the Anti-Red Tape Act, was enacted in 2007 to improve efficiency in the delivery of government services to the public through the reduction of bureaucratic red tape and prevention of graft and corruption. Under Section 6 of R.A. 9485, all government agencies are urged to set up its respective service standards, now known as Citizen’s Charter.
In keeping with the policy of the Republic of the Philippines to promote accountability, integrity, and proper management of public affairs and public property as well as to establish effective practices aimed at the prevention of graft and corruption in government, the Philippine Racing Commission has embraced its own Citizen’s Charter for their several offices that have been identified to have front line services.
