Terms of Reference:

A. OBJECTIVE
To acquire a reputable supplier of service drivers that will be responsible for providing efficient and quality chauffeur and office support services to Philippine Racing Commission (PHILRACOM); has pool of well-trained personnel that will be able to provide adequate, reliable drivers that will ensure clean, safe and road worthy condition of service vehicle.

B. APPROVED BUDGET FOR THE CONTRACT
PHILRACOM shall offer a bidding thru Small Value Procurement under Negotiated Procurement to all prospective bidders for the procurement of DRIVER SERVICES with an Approved Budget for the Contract (ABC) amounting to Php 400,000.00 covering the period from June 2019 to December 2019 chargeable against General Appropriations Act (GAA).

C. QUALIFICATIONS OF BIDDER
a. Must be a duly licensed and registered Service Contractor in accordance with the Department Order No. 18-A Series of 2011 (D.O. No. 18-A-2011);
b. Must be registered/accredited with the PHILGEPS;
c. Engaged in business for at least three (3) years;
d. Must be based in or around Makati City;
e. Must present a Client Satisfaction Rating from at least three (3) government agencies or private corporations, with whom the contractor has a past or ongoing contracts;

D. SCOPE OF WORK
The prospective bidders shall bid and driver services, for the PHILIPPINE RACING COMMISSION which office occupies the 4F Electra House Bldg. Esteban St. Legaspi Village, Makati City.

E. DURATION OF THE CONTRACT
The contract duration is good for twelve (12) months and renewable every year but not to exceed three (3) years and subject to performance evaluation.
For the initial contract, the duration will be seven (7) months from June up to December 2019.

F. SERVICE DRIVER REQUIREMENT
Place of Assignment – PHILIPPINE RACING COMMISSION
No. of Hours/week – 40 hours/week

SCHEDULE OF REQUIREMENTS
No. of Personnel Position – 2 Drivers
Rate/Salary Per month – Php 25,000.00

Qualifications, Skills and Knowledge – High School Graduate
Professional Driver License Holder
Knowledgeable in vehicle maintenance and
minor repairs

DUTIES AND RESPONSIBILITIES:
1. Transport PHILRACOM Officers and staff to and from where official business will be transacted.
2. Monitor the status and condition of the vehicle under his responsibility and initiates request for its needed maintenance and repair
3. To ensure vehicle is kept clean, tidy and in good working condition at all times
4. To ensure that the vehicle under his responsibility is in safe premises, whenever if it is not in use
5. To maintain mileage logs and records of other materials used for the operation and maintenance of vehicle.
6. To assist in the delivery/pick-up of official documents; and Supplies and materials.
7. Performs other functions as may be directed by the Executive Director and/or higher authorities.

G. OBLIGATIONS AND RESPONSIBILITIES
a. After determining the lowest and most responsive bidder in the negotiated bidding conducted for this purpose, PHILRACOM shall grant and award to the winning Service Driver Provider the Contract to Provide the Manpower Support Personnel.
b. The winning bidder shall send a monthly billing to PHILRACOM which shall be the basis for payment of its services. Other required documents shall be determined by the PHILRACOM prior to payment to be attached to the Disbursement Voucher such as but not limited to the following:
i. Sworn Affidavit certifying that it has paid the salaries, wages and/or benefits of its personnel under the law for the previous billing as well as proof of remittances, premium/payments and other deductions/contributions authorized by law;
ii. Sworn Statement showing that actual services have been rendered by the personnel of the winning bidder for the period claimed.
c. The winning bidder shall ensure that the mandated premiums have been remitted to the concerned agencies such as but not limited to, PAG-IBIG, SSS, Philhealth, etc. and withholding taxes due to BIR.
d. The winning bidder shall not charge administrative fee to non-regular monetary benefits to manpower agency personnel;
e. The winning bidder must be able to provide appropriate office uniforms and nametags for the personnel that will be assigned to PHILRACOM;
f. The winning bidder shall comply with the provisions of 11.2 of the CSC-COA-DBM Joint Circular No. 1 s 2017 (as amended), wherein the winning bidder shall consider the existing qualified COS or JO workers in the hiring.
g. The winning bidder fully guarantees the capabilities and competence of technical manpower agency personnel to assigned. PHILRACOM shall require in case of individual work performance of respective support personnel concerned personnel fail work expectations.
h. The winning bidder shall provide PHILRACOM with a list of personnel to be assigned at PHILRACOM and submit the following documents per personnel:
i. Personnel Information Sheet
ii. Birth Certificate
iii. Marriage Contract
iv. NBI Clearance
v. Medical Certificate
vi. Drug Test Results
vii. And other Pre-Employment Requirements as may be required by PHILRACOM.
The winning bidder shall submit a notarized Certificate of Authenticity and Veracity of the above mentioned documents.
i. The winning bidder shall assume all accountabilities over all agency personnel that shall be provided and deployed in PHILRACOM.
j. The winning bidder shall maintain a satisfactory level of performance throughout the period of the contract based on prescribed set of performance criteria.
