My warmest greetings to the  Philippine Racing Commission (PHILRACOM) as you publish the “PHILRACOM’S Rules and Regulations on Horse Racing.”

Your publication reflects the Commission’s commitment to service, responsibility, and good governance, while providing its stakeholders with a comprehensive document to guide and direct the horse racing sector. We are glad to have you with us as we carry out our Social Contract with the Filipino people: for a society of transformation and progress, and for a future wherein every Filipino has the chance to earn and enjoy the benefits of his hard work.

I trust that the PHILRACOM will continue to promote and pursue the accelerated development and continued growth of horse racing. May you continue to provide entertainment for the public, create jobs and livelihood for the horse racing community and help generate revenues for the government.
