Resolution No. 34-11 - Horses from Vacation

Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on 15^th of December 2011 at 4^th Floor Electra House Bldg., Esteban St., Makati City.

 RESOLUTION NO. 34-11
SERIES OF 2011

            WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420;

            WHEREAS, pursuant to the said mandate, the Philracom created the Unsound Horses Committee that will cater to the concerns of horse owners and trainers relative to their race horses;

            WHEREAS, in one of the meetings of the said Committee, the trainer’s representative proposed that “horses from vacation without medical suspension be allowed to undergo barrier trial two (2) weeks before the end of its vacation”;

            WHEREAS, the said proposal is due to the fact that some horses run only in one Racing Club such that if these horses will be allowed to undergo barrier trial only within a period of one (1) week before the end of its vacation, it will have the effect of extending their period of suspension if the end of their suspension falls on the end of the racing week wherein they are allowed to run;

            WHEREAS, the aforementioned proposal of the trainer’s representative in the Unsound Horses Committee finds support in the other members of the committee as it will place all the horses and their owners in equal footing and was agreed to be passed by way of resolution;           

NOW THEREFORE, it BE RESOLVED, as it is hereby RESOLVED, that the horses from vacation without medical suspension be allowed to undergo barrier trial two (2) weeks before the end of its vacation;

            RESOLVED FURTHER, that a copy of this resolution be furnished the concerned Philracom and Club Officials as well as the Racing Clubs for their immediate implementation.
