RESOLUTION NO. 21-11
SERIES OF 2011
WHEREAS, the Philippine Racing Commission (Philracom) is mandated to promote and direct the accelerated development and continued growth of horse-racing;
WHEREAS, pursuant to the said mandate there is a need to revise and upgrade a handicapping system that is dynamic and progressive to ensure fair and balanced races and ultimately, to protect the betting public;
WHEREAS, PHILRACOM is empowered to prescribe additional rules and regulations to review, modify, approve, or disapprove the rules and regulations issued by persons or entities concerning the conduct of horse races held by them;
WHEREAS, the PHILRACOM sees the necessity at present of passing or amending/supplementing the existing handicapping system for two (2) year-old (2YO) and three year-old (3YO) horses particularly the guidelines on the two-win rule for the 2YO and 3YO horses belonging to the Condition Group contained in the notice on 22 July 2011;
WHEREAS, after due notice and consultation, the Board of Commissioners has come up with the proposed guidelines (amending/supplementing the 22 July 2011 guidelines on the two (2) –win rule for the 2YO and 3YO horses belonging to the Conditions Group), to wit:
NOW THEREFORE, it is hereby resolved by the Board of Commissioners of the PHILRACOM, after due notice and thorough consultation, that a new handicapping system for 2YO and 3YO horses, respectively, be adopted and promulgated as follows:

e.Winner of the 2YO Condition 2 (PLACERS GROUP) and 2YO Condition 1 (NON – PLACERS GROUP) shall retain their groupings and shall be counted as its first win. Placers of the 2YO Condition 1 (NON – PLACERS GROUP) shall retain their grouping.

- e.Winner of the 3YO Condition 2 (PLACERS GORUP) and 3YO Condition 1 (NON – PLACERS GROUP) shall retain their groupings and shall be counted as its first win. Placers of the 3YO Condition 1 (NON – PLACERS GROUP) shall retain their grouping.
